Vacuum and charge

I have installed a new compressor,expansion valve and condenser with the receiver/drier attached. My question is do I turn the blue and red manifold gauges open when vacuuming? Second question the system is empty do I charge it with the AC and engine on or put refrigerant in without running?

You vacuum it with both the red and blue valves open. You will charge it only through the low side which is blue. You can charge it with it running if you want. I usually just charge it with it off.
