Under hood fuse box

Burning Smell and what looks like fuse box melting, also high beam lights wont turn off I connected battery and lights were on with no key on, also where where does the ground wire connect underneath the battery

What part of the fuse panel is melting? Can you take some pics and upload them with your response please? I have seen a bad engine to chassis ground cause this issue, so be sure to check that. Also, clean the battery cables, this guide can help:
