Engine cranks but does not start and code P1631

Long story but my vehicle started stalling and then eventually stopped. Took it to a mechanic, he said it was the timing belt. Changed it, still wouldn't crank. Next he said it was the ECM, so we replaced that, still nothing except it wasn't registering. It turns over but won't crank and shows code P1631. We are stuck at this point. Any ideas what to do?

Is the security light flashing when you try to crank it over? if so the system needs to be reset this guide can help us. Can you please shoot a quick video with your phone so we can see what's going on? that would be great. You can upload it here with your response.

If not, it sounds like the crankshaft angle sensor or the fuel pump has gone out, when you turn the key to the on position without cranking the engine over can you hear the fuel pump run in the tank for 5 seconds?
