Turning signal shows no response on dashboard and no turning light is illuminated

When I go to signal either direction there is no response either on the dashboard and neither turning light illuminates. Is it a blown fuse, or is it something to do with the wiring of the turning switch? When I checked for a blown fuse I was unable to locate in either fuse boxes a fuse specifically for turn signals. Is there such one, and if so, where?

there are 3 fuses 1-3 4 in underhood box and fusible link 4 there as well there is a flasher unit behind a/c control in center of dash that may be bad so check all of those first. there is also a taillight relay in underhood box
