The is a printed circuit board integral to the totally integrated power module (TIPM). The items you mentioned not working or not working correctly all go through the steering column module and the TIPM.
Here is what I suggest. Because we have different modules involved, what should be done is this. Have the can-bus scanned for diagnostic trouble codes.
CAN stands for controller area network. Basically, all the different modules communicate with each other via a few wires. A traditional scan tool can't retrieve codes from most of the different modules, so you need one that can read all modules.
This type of scan will retrieve codes regardless of the module storing them. If you do have a check engine light staying on, you could try stopping at a parts store to see what is stored, but it may not be enough.

I suggest this because it will become a guessing game if we don't. For example, is there a wiring problem, has the PCB failed or shorted, is the TIPM at fault, did the steering column control module fail, and so on. Hopefully, this will point us in the right direction.
