First, although the fuses look good, they can still be bad or there may not be power to them. Follow this link for checking fuses. You will need a multi meter or a test light. I will provide links showing how they are used.

If you confirm that power is getting to the fuse and through it, the next thing you need to do is follow this diagnostic test. The attached pictures correlate with the directions,

INSPECT TURN SIGNAL SWITCH CONTINUITY
If continuity is not as specified, replace the switch.
