Car keeps blowing fuses, have replaced everything on this car associated with the issue (relay, fuses, switch, wires, etc.,). Mechanic now thinks Alternator is over charging blowing the fuses, is this a possibility?

That is possible, you can see for sure if you follow this guide:

https://www.2carpros.com/articles/how-to-check-a-car-alternator

I would also check the grounds and I would look at the light sockets (all), here is a guide that can help as well:

This problem is usually a shorted light socket or bulb. Please go over these guides and get back to us.

Okay, so it's not the alternator. He also found that the plastic piece that covers the turn signal switch wires in the steering column were missing, could that be the problem? He ordered one, we're going to try that. We are completely out of options.

It might be, did you check the bulbs and sockets, did you look at the guides I sent you? 9 times out of 10 it will be the bulbs melted the sockets/terminals.

Every bulb and socket are fine. We are truly at a loss here. The only thing we have not done is change out the wiring harness. We did replace a couple wires that looked to be chewed on by something so maybe we're just not seeing something.

A 10-amp fuse will last 1 day. A 30-amp fuse may last 3 weeks. We just don't know what to do other than sell the crazy car or replace fuses all the time.

Okay here is a guide to help you test the short to ground and the blinker wiring diagrams so you can see which wires to test and how the system works, I had a thought it might be the turn signal flasher so I would swap that out as well.
