Hi,
If you hear the flasher making noise, there is a joint connector behind the dash on the left side which receives power for the lights (both exterior and exterior) which I suggest checking. Since you hear sound, then it appears the fuse is supplying power but it isn't reaching its destination. The joint connector is one place everything comes together.
See pic 1 I have arrows pointing the direction of power flow from the switch. The R indicates where the wiring continues to the rear lights. Note that the joint connector is in the middle of everything. However, it is after the flasher you are hearing.
Check the condition of this connector for damage, corrosion, and make sure it is tight.
Once you have confirmed that everything is okay, I need you to check if there is power at the green/ yellow and green/blue wires.
