Turn signal problem

My front right turn signal is not working. I have replaced the flasher and all 3 lights in the cover. When I turn on the headlights, they turn on. When I turn on the blinker or the hazards, they dont turn on.

What is "they"? The head light or the turn signal? Are the headlights full brightness on both sides?
