Where is the relay for the turn signal flasher located?

Where is the relay for the turn signal flasher located on a 1995 Camry made in North America? I have already removed the glove box assembly and could not find it there. The blinkers and hazard lights just stay on without flashing.

Sure, the turn signal flasher is in the #1 relay box which is under the dash on the left side behind the kick panel. Check out the images (below). Please let us know if you need anything else to get the problem fixed.
