My driver's side turn signal is blinking very fast?

My driver's side turn signal is blinking very fast. I have replaced the bulbs but didn't fix the problem. I changed the fuse doing the same thing also now I have no dash lights.

This happens when the hazard combination flasher goes out. Here is how to change it out to fix the problem. If the dash lights do not come back on, please start a new post for this problem. Check out the images (below). Let us know if you need anything else.
