my right turn signal works fine during the day. but come dark it blinks fast. does m sensor on top have anything to do with that and what can i do?

I would turn all of the lights on at dark to see if any of the light bulbs/LED's are out. The control for the lighting come from the BCM. If all of the lights seem okay, you may have a BCM going out. We should do a CAN scan to see if any codes are stored. This video will show you how:
i'm pretty sure i saw one light out of two on the bottom of the lights. I'll have to check it out during the day.

Okay, if so, the next step is the CAN scan. The problem is only when it is dark correct? This would be internal programming inside the BCM.

for some reason no one seems to know where the bcm is or doesn't want to share. i do my work if i can reach it.

Here is the location of the BCM under the dash on the left side, you can get a preprogrammed unit by searching Google or Ebay. Check out the images (below).
i'm assuming that's just left of the steering wheel.

Yes, that is correct, you will need to remove the knee bolster to get to it.
