Sorry to say that there is no relay to get to. The flashing is controlled through the body control module. It has a flasher circuit built on the board inside it and that toggles the two relays that are soldered to the board, one for the right one for the left. Because they turn on, we know the fuse and the relays are working, it is the flashing circuit on the board that has failed. As such the repair is to replace that module which is the integrated fuse, BCM and control unit that you see when you look at the fuses in the dash panel fuse box. The catch to that is that a new one is likely only available through a dealer (if they can get it) or a used one. To replace it you remove the driver's side crash panel (panel at knee height) and then disconnect the negative battery cable. Next remove the bolts and the front connectors from the module and then lower it out. Reverse the process to install it. The service info doesn't say if it needs to be programmed but I suspect it will unless the numbers on the old and new parts exactly match.
