Turn signal lights not blinking in panel

My turn lights / flashing are not blinking in the panel, but they are working fine in front and rear the car.

Hi,

If they both stopped at the same time, but the outside ones are working, chances are we lost the ground to the ones on the instrument cluster.

There is a black wire that is under the right side of the dash. It will be mounted with others. See pic 2
