Trying to set the timing?

The Harmonic balancer broke and car shut off while driving. So, I replaced the harmonic balancer, and the car won't start. Replaced the battery and car still won't start. So I guess it's the timing is out or something.

It sounds like the timing chains jumped. I can tell for sure if you upload a short video of the engine cranking over so I can tell for sure. in the meantime, here is a guide to help you check the compression which can show us what is wrong as well.
