THE PROBABLE CAUSES ARE
1- OPEN OR SHORT CIRCUIT CONDITION.
2- POOR ELECTRICAL CONNECTION
3- BINDING CONTROL VALVE ACTUATOR
4- FAILED IMCC
HOW DO I CORRECT THIS ISSUE? I THE ELECTRICAL CONNECTIONS APPEAR TO BE OK.

1. Measure resistance of the VICS solenoid valve to determine if it might be open or shorted, resistance should be 22 - 26 ohms. Replace the VICS solenoid of the resistance is obviously out of range.

2. Verify the VICS solenoid has battery voltage to it from the White/Red wire, if not check for broken wiring in the engine wiring harness.

3. Providing the VICS solenoid has good power to it and the resistance tests good, check the Blue/Red wire for an open or short to ground between the VICS solenoid and the Powertrain Control Module (PCM) terminal 19.
