Transmission not shifting correctly, code P1516?

For months the car seemed sluggish. Shifts into 1st and 2nd fine shifts into 3rd engine revs like in neutral. Let off the gas then it seems like it shifts into 3rd. Will not go into 4th RPMs are high at low speed. Transmission temperature is running higher than before at 225 if drove a little way. In the process of changing filter and pan gasket but before I do should I change anything else while pan is off. Also getting a code for P1516 on OBS2. Fluid was a little low but not enough to cause major issue in my opinion.

The P1516 code is because the Throttle Actuator Control is having an issue, you should start by cleaning the unit.

It is common for the 2-3 shift solenoid (#311) to go out or become clogged. here is the location so you can check it out and replace it. Also, this guide will show you how to drop the transmission pan which will need to be done to get at the solenoid:

Well, I changed both 1-2 and 3-4 shift solenoid filter and still have no 3rd and 4th. It seems when it goes to 3rd it revs high and stays in 2nd. Is there a way to reset the TCM completely? What do I need to try now or should I find a used transmission?

Yes, remove the negative side battery cable from the battery, then hold it to the positive side to hard reboot the system for 1 minute this will discharge the capacitors and allow the system to reset.

Still not shifting out of second. No check engine light but did display tighten gas cap and the driver's side A/C was blowing hot air while the rest of the vehicle had cold A/C blowing.
