Transmission in Fail Save Mode, only Gear 3 and reverse

TCU has 12 short red lights, ECU has no lights reading. Went from yellow light flashing to no lights. Cant clear the ECU, nothing works (remove battery cables, fuses, etc). Is 12 a EGR Value Lift Sensor or Cooling Fan Control Unit issue, both? Can the ECU be out with no lights flashing? Condenser fan starts when car is turned on. How do I get the trans out of fail safe mode? Update. I can drive the car on the freeway, going 65 MPH, 3500 RPM is high. I am assuming this is in 3rd gear, not 4th, could be wrong. It should be at around >2500. Is this a clogged (screen) Lock up Solenoid issue?
