Transmission engaged, wheels turning

1975 JEEP CJ5

Now that I have my vehicle running, I have noticed that while running the rear wheels turn. The shifter is in neutral and transfer case is also in neutral. (Note, jeep is on jack stands.)
What do I need to look at to solve this?

nothing that is normal in that kind of thing there is no weight to stop it from turning so they do. if it does it on the ground then it is a problem.
