When I go into reverse my back tires lock up but the car will still go forward. And my brake light on my dash stays on and won't go off, what does that mean?

It makes a difference if the warning light is red or yellow. If it is red, it is telling you there is a problem in one half of the brake's hydraulic system or the parking brake is not released. Given the combination of symptoms, I would suspect a rear wheel cylinder is leaking or the parking brake is not fully released. If a rear parking brake cable is rusted in the partially-applied position, it will make that brake lock up very easily. The "Brake" light might not turn off too.
