We have replaced the high pressure filter, pan filter and ETB. It still acts as is it first doesn't want to go. What could be the problem?

You have an internal failure in the transmission.
If you changed the fluid and filter and the issue still exists, you will need to either replace it with a rebuilt or a used transmission.
