I am able to shift gears on my A/T without stepping on the brakes.
What could be wrong?

Welcome to 2CarPros.

Something must have failed in the park interlock system. This system is what locks the shifter until you press the brake.

The actuator will be located in different places based on if the shift lever is on the steering column or if it is in the center console. Take a look at pic 1. I circled the shift actuator for both options. What I would do is this. Locate the actuator and press on and off the brake pedal to see if you hear it actuate. Do that and let me know what you find.
