If it does not engage, then you have an internal failure inside the transmission. It could be the torque converter or the front pump. Either way, it has to come out to be inspected for the failure.

Thanks Roy. I did try 4wd and still nothing. Is it possible the neutral safety switch could cause this? Provides feedback to computer regarding gear select I think.

No, this is a mechanical issue not and electronic issue. There are no sensors for mechanical application.
Sorry, you need a transmission.
