This sounds like an issue with the valve body. There may be a weak or broken spring in the valve body.

You can get a cheap one at a parts store for under $50.00 or you can have them read it for you for free.

Okay, I attached 4 of them for you. They run from cheap to one that does live data including ABS. I like that one but a little price. I do not know your budget but look them over.
My favorite tool store has them in stock. Harbor Freight.
