if this sensor goes bad will it shut down fuel flow

It won't shut down the fuel pump, as far as I know. If your having fuel issues, check fuel pressure.

What kind of problem are you having? What makes you think the tps has a problem?

When it's cold, will crank right up and run fine. After warm up, skips and sputters like it has jumped time when you try to accelerate
