There are a number of things that can cause surging, so we need to start with the basics.

Basically, the TPS could cause some issues, but surging is most likely not the issue. However, it is worth inspecting and finding out for sure. I am attaching the testing and inspection, plus an adjustment process if that is needed.
However, the most likely cause of this is a vacuum leak. Here is a guide that will help with checking for this:

When you are inspecting the throttle position sensor, I would suggest checking to see if the throttle bore is dirty as well. If they are then we need to clean it.
