TPMS system?

Have TPMS light on dash flickers on startup of engine and then stays on. All tires are at correct PSI. I have a scan tool when I looked up code it gave me a “C1900” tire ID code no registration. Scan tool has capability to do this. When I run the process on scanner it does not take. Do I have a malfunctioning sensors or a receiver or could there be no sensors in tires? My car will not pass inspection with the warning light on.

What process are you using to set the TPMS registration? The normal process is, open the tool to the TPMS registration screen, select 4 tire registration, then pick a tire and release the air pressure by about four pounds to trigger the TPMS sensor on. When it turns on the ID for that sensor should pop up on the screen. Move to the next tire and repeat. Once you have done all 4 tires it should show the four numbers. Save and exit. Air the tires back up after about 5 minutes after you did the registration. If you do this and no numbers show up then it's likely that either there are no TPMS units in the tires or the TPMS receiver is bad. If you see say three numbers but not the fourth then it's the TPMS sensor in that tire that is the issue. I see this code when folks buy new rims and snow tires but don't have the sensors installed. You didn't have something like that done just before the light came on?

Okay, in that case I suspect there are no sensors. The easy way to check would be to visit a tire shop and have them use a TPMS tool to try to read them. If they can activate and read 4 sensors then the issue is the receiving module. If they show no sensors then you know where the problem is.
