1995 Toyota Tercel EGR valve diagnostic light is on

The diagnostic codes for the car indicate the EGR valve is defective.

Can I just clean it out? Is there some diagnostic I can do instead of replacing it? (it's expensive). Do these valves stick, and need lubrication?

Clean it out and passages, make sure its getting vacuum thru the modulator/VSV solenoid.
