1994 Toyota Tercel Push starting car blows head gasket?

1994 Toyota Tercel 4 cyl Manual 160000 miles

My starter went out, had to push start it several times. After replacing the starter it makes a horrible sound while starting, then runs fine. White smoke and water come out of the exhaust.
Coolant levels seem fine.
I couldn't find any coolant around the oil cap either.
Could this be anything other than a blown head gasket?

Block and pressure test to it rule out a blown headgasket, cracked head or block and an intake leak.

Try this fill the radiator and start the engine is coolant spewing out the opening?
