1994 Toyota Tercel EGR REPAIR

My 94 Tercel has had the check engine light on for about 8 months- I finally got around to having it diagnosed and was told the EGR system needed cleaning and/or repair- That was as specific as the guy at AAMCO could be, although he knew exactly how much it would be to fix - $464.
I can probably fix it myself, as the EGR stuff looks pretty accessible...
But- I don't own a vacuum guage and I don't want to play hit-or-miss by replacing random EGR components-
Any suggestions?

Get in there and clean up the carbon in it and the passages. Bypass the vacuum solenoid by finding full manifold vacuum at the intake run it to the EGR valve vacuum nipple-the engine wiil run rough or it'll stall meaning its operating doing its job. While accelerating the vacuum solenoid should be transfering vacuum to the EGR valve. At idle there's no vacuum at the EGR valve- This is how the EGR works on Toys-
