1993 Toyota Tercel 1993 Tercel Egr Problem

I just recently did a diagnostic test and came up with code 71 which told me something to do with Egr System. I replace the actual valve first and still got the CEL next i replaced the Modulator and still got the light. This has cost me almost 300 dollars already and looking for a fix. Does anyone have any suggestions?

Clean out the EGR passages thoroughly test the vacuum switching valve and check vacuum hose if its getting vacuum
