1992 Toyota Tercel idle problems

whenever i star the car i have the clutch in it runs fine. After about 1 minute and i still have the clutch in it revs up and back down then up and down again and doesn't stop. What do you think the problem is and could i fix it myself

Clean out the IACV and test it to include the TPS/AirFlow meter
