1992 Toyota Tercel 4 cyl Front Wheel Drive Manual

I have a 1992 Toyota Tercel and over the past week or so I have noticed the clutch hasn't been disengaging all of the way so it has been a little rough to shift now the clutch does not disengage at all it still feels like there is pedal pressure so I don't think it is the clutch cable from what I can deduce it is either the slave cylinder or the master cylinder I was just wondering what your thought was on it and how do I check to see if it is just my master cylinder or just my slave cylinder

Try bleeding it make sure the master cylinder is filled at all times and see what happens.
