1991 Toyota Tercel Speedometer not working

I have had my 91 tercel for almost two years. I has been in perfect condition. Only problems that I have occured are electrical. During my first inspection my back brake lights were not working, i had them fixed. Then my speedometer at times would jump while i would drive, and now i was driving and it jumped from 40mph to 110 and it hasn't moved. What caused this and what is a reasonalbe amount to pay to have it fixed?

Check the vehicle speed sensor at the transmission -could have jumped out place or the connector is disconnected or loose.
