1991 Toyota Tercel Low beams wont work high beams do

Hi hoe someone can help - (dont have much hair left to pull put)

I have high beams but no low beams. Running lights come on but low beams wont when I pull the lever back high beams come on.

All fuse are ok. I figured it was the swithc so I put in a new one - no luck. I have checked the bulbs and have continuity on each of the end leads

What else can it be?

Could be the headlight control relay behind center console or the headlight switch itself

Thanks for your reply really appreciate it

The headlight switch? - Is that the one I replaced in the steering column or is elsewhere?

Also where is the headlight control relay? By center console is that under the steering wheel?

I tore the glove compartment out so I could access the center console and I think I see the relay as per your diagram. I ma going to buy a relay and then just serach for one that looks like it :))

Hi I pulled the relay out from under the console and it is the "circuit opening relay " so I guess thats not it

There is a relay under the glove compartment but that deosnt loook like it in the diagram

any other ideas as to wher it is
