Engine losing power

Engine Performance problem 4 cyl Front Wheel Drive Manual 191000 miles

I have a 2003 Toyota Tazz. A service was done yesterday including a cam-belt change, new distributor cap and plug leads. A friend of mine who occasionally does this sort of thing carried out the work.

The car now seems to be lacking power and struggles on inclines even the smallest incline and I have to down change gears. Gear changes are much shorter and the engine sounds different, as if it struggling with a huge load.

Can anyone help me on this as my friend thinks it could be dust in the Carburetor.
Someone else says it is the cam setting is slightly off or maybe the C-O (air) settings need to be changed.

I have not much knowledge about this and I am very confused.

Ya he missed the timing belt timing by one or more teeth. Please disassemble to recheck the timing here is a guide to help you see how to do the job right.
