2002 Toyota Tacoma Head replacement

Replaced cracked head. 2.7L dual OHC engine.
When hash marks on both cams are alligned, Crank mark is off, not zero! Moving the timeing chain ONE link forward gives me a crank reading of 15 BDC, go the other way and I get 5 ADC! The chain has NO play or slop. Any thoughts on what could be wrong, and/or how to fix this problem?
NO work was done to the bottom half of the motor.

I would try the 5 degree position, as it is closer. Best bet would be to time it and install the tensioner, turn the engine over by hand a few times and see where it all settles into. The new head may have been machined which puts the cams just a tiny bit closer to the crank gear, throwing it all off a little

I did the 5 degree thing and it started but stopped with a small backfire. I moved it to the 13 BTC position and it started but did not idle correctly - likely because all the sensors are not hooked up yet. I am wondering if the harmonic balancer has "moved" and the mark is no longer in the correct location. My next move is to take the bolt out of the crank and see if the keyway is lined up with 0 degrees.

Thoughts?

Definitly double check you are at TDC.I would run it at the mark closest to the TDC mark, whichever it may be. Did you replace the guides/tensioner shoe? If they have wear it will change the distances adn the marks wont line up correctly. At 136k I would repalce everything, just to be safe, especially since it is apart
