2001 Toyota Tacoma Heater controls

The defroster doesn't completely shut off when the controls are placed in the "floor" setting directing hot air in my face as much as at my feet. Is this a normal situation (I have recently purchased this vehicle) or is this due to some kind of "door that that isn't closing completely? Are these controls vacuum or electric?

It is cable operated. Unfortunately,

At your own risk, you may remove the under dash cover and the controller to check the operation of the cable.
