1999 Toyota Tacoma Overheating

Hello. I replaced the radiator and t-stat and continue to have overheating unless the heat is on. I do not see any type of smoke coming out from the exhaust so it does not appear to be a head gasket. I is making some sort of a whistling noise.

Any suggestions would be appreciated.

Cooling fan or clutch fan/ radiator cap okay, and water pump functioning -could be airlock in the system try bleeding it-
