1982 Toyota Tacoma oil pressure

the oil pressure guage rerads high

so far three oil rings on the filter have poped out.
I have made sure the filter is tight.
I have been useing toyota filters.

A service person said I might have a vacume line pluged.

Sounds like the oil pressure relief valve is stuck closed
