1994 Toyota T-100 starting problems

new starter,battery load test ok,starter relay tested ok.ground wires ohmed out ok and has good ground,
12.6 volts at starter and battery.when starting it either clicks or so slow that will not start,checked timing with number one cylinder and tdc mark ok.engine runs good by pushing truck off.just can figure with everything checking good and 2 new starters will not start.

Check and test the clutch start switch and the cancel switch

where is the cancel switch located and what part does this play in starting circut.
