2001 Toyota Solara Front end viberation

I have a viberation in the front end, drivers side. I just replaced the tires on the front end so it is not a lose belt in the tire. Where could the viberation be coming from. It comes and goes at different speeds and at times it will viberate badly under braking. But then it fades and drives really smooth and braking is fine. I am unsure where my problem lies.

Check front end and rotors
tie rods and ball joints and if all pass OK
check and suspect axle
