2006 Toyota Sienna rear windshield wiper

My rear windshield wiper continues to fall straight down when I'm driving around. When I turn the wiper on, there is tiny movement in the wiper, but it doesn't have the "strength" to function properly. It can actually move manually 360'. It seems that something needs to be tightened???

Try this see if the nut that hold's the wiper arm just backed off.
