1999 Toyota Sienna Fan will not go off

Engine Cooling problem
1999 Toyota Sienna 6 cyl Automatic 125000 miles

The cooling fans on my 1999 Toyota Sienna will not go off unless they are unplugged. They actually do not go on until I turn the engine off and then the fans go on and do not go off. Is this an expensive repair?

Could be a problem with the engine temperature switches or the fan relays
