Shuts off when opening gas cap

Bought the vehicle listed above only problem that i face now is it goes off either when they open the gas cap to fill gas or when they finish filling the gas, and car won't start. After sometimes it does start only goes off at a gas station.
Took it to mechanic he changed the fuel pump but says it will fix if i change the throttle need a second opinion.

Hello,

There could be a number of things that are triggering this issue.
If the issue only happens after refueling it could be something that is triggering the no start due to a fuel related issue. Like a sensor.
It could be an issue with the throttle actuator. But it could also be due to other components.

First of all is the check engine light illuminated on the dash.
If so scanning and retrieving the code(s) can help with the diagnostics.

Also, if this vehicle only has 10,000 miles and it is 2019, it will still have factory warranty. In that case taking it to your local Toyota dealer would be the best option. As they will be able to diagnose and fix the issue under warranty.
