1992 Toyota Pickup Arcing Kick Panel

I have heard there is a "nurser switch" located there that will shut off an engine after a collision and will not allow it to restart.I had this happen when I totaled my 94 4x2.

Sounds like a circuit breaker or relay going on the fritz
