99 tacoma brake light failure

The fuse under the hood (15amp) blows everytime pedal is pushed. Changed the brake light bulbs, even disconnected the tail lights and still blows the fuse. Could it be the switch at the pedal?

Hello !!

Looks like the positive wire that feed the lights its "grounded" could be at the trailer harness (if equiped) check that and follow the wire from the brake switch (check the color code) and with a test light you will find that wire as ground (-)
