1994 Toyota Pickup surging?

1994 Toyota Pickup 4 cyl Manual 180000 miles

When in idle, my engine revs up to about 1500 rpm then drops down to about 1000 rpm. While parking brake is on it does the same thing but at higher rpm, about 2500. It does this in in a fast tempo while foot brake is applied, and at a slower one while e-brake is on, and not so much while driving, or at least that I can tell. It shakes my little truck and is eating away at my fuel.

Check for vacuum leak at the brake booster hose and booster itself, idle air control valve and throttle position sensor-
