1991 Toyota Pickup Heater does not get hot

I changed the thermostat as thought it was stuck open but still barely gets warm. what next?

first step is to get vehicle warm. then feel the heater core hoses. they shoudl both be hot. same temperature as the upper radiator hose. let me know what you find
