1991 Toyota Pickup Bad gas

Purchased gas at a normal stop and soon after my truck started to run sluggish. So I tried gas treament, with no success. Then I drained the tank ,changed the fuel filter, added sea foam and better gas. Well the results seem to be worse, it's harder to crank at this point. The old filter had what appeared to be rust in it. Are there any other fuel filters on the truck, maybe I missed? I'm at a lost , could use some advice at this point

u have one fuel filter
fuel pump has a filter at it too
i would check fuel pressure and for a tune up
